Euclid Creek Tributary Watershed Project

The City is proceeding with the implementation of recommendations made in our Comprehensive Master Plan for sanitary sewers in the western neighborhoods of our City. This area is part of the Euclid Creek Tributary Watershed that is served by the City of Euclid for sewage treatment. Our first phase of sanitary sewer improvements, the Euclid Creek Interceptor Sewer, was completed in 2004 and included the installation of 15" to 21" diameter sewer from the east side of Interstate 271 generally following the creek between Chardon and White Roads westerly to the City's border with Richmond Heights and Euclid.

The Project Schedule below shows the timeline and progress for the second phase of sanitary sewer improvements in the Euclid Creek Tributary Watershed. These improvements are designated ECTW - Contracts 2, 3 & 4. These improvements are being assessed to property owners and will include the installation of sanitary sewers on a number of streets including Eddy and Bishop Roads; Trabar, Orchard and Fairview Drives; Rockefeller and White Roads; Marcum Blvd.; Parkview Road; SOM Center Road; Martin and Dixon Roads; and the City Hall complex. The gray background areas in the project schedule have already been completed.

Questions & Answers from City Engineer, Richard Iafelice, P.E.

Q Can you tell me when sewers are planned for installation on White Road between Bishop Rd. and Richmond Rd.? Thanks.

A The City just authorized the planning and design for this phase of the sanitary sewer program and we are in the process of securing the financing for the project. I can estimate that the earliest construction would begin is the latter part of 2007 and more than likely will end in 2009. After that time, property owners will be able to connect. The area you have cited on White Road will be between Bishop Road and the City’s westerly corporation line, not to Richmond Road.

Q I am just following up on the progress of the sanitary sewer project. I just saw the “published” summary schedule for the sanitary sewer project and was wondering if there are any “new” developments in the schedule as it relates to the intersection of White Road. Per the notice issued by the city, dated August 2002, the section of White Road from Erich Drive to the Golf Course was scheduled to complete by October 2006.

My property is located on White Road - will the sanitary sewer be complete in this area per the original schedule? If not, can anything be done to address my property and allow me to start construction next summer? Angela

A The schedule has significantly changed from that published in 2002. The City just authorized the planning and design for the third phase of the sewer program and I do not expect construction to begin until the latter part of 2007 at the earliest. Most likely, it will carry into 2009 until final completion. We are in the process of securing the financing for the project.

I do know of housing starts in the City with the Health Dept.’s permission to install half of a septic system that is abandoned when sewers are available. That is their jurisdiction and they are aware of the City’s progress and intent to construct sanitary sewers. You can contact Laura Kuns at the Lake County Health District at 350.2543 for further information on this.

Q My property is located on White Road, between Bishop and the western corporation limit line. I was told there was an article in the paper that our sewer project may start earlier than 2007. Is there a possibility that it will?

A Your property is located in Phase III and construction is not expected to start earlier than 2007. At this time, our best estimate is the earliest construction start is the latter part of 2007 and more likely will be in 2008.
